Project Spotlight: Compass Pointe

Compass Pointe is a large-scale master-planned community spanning approximately 1,454 acres and envisioned to deliver an estimated 3,600 residential units. The development includes a diverse mix of single-family homes, townhomes, apartments, and supporting commercial uses, all designed to foster a vibrant, connected community in Tooele County. FOCUS provided land planning, residential site civil engineering, and surveying services to support the long-term vision for the project. From early planning through ongoing village design, FOCUS worked closely with the client. As a result, the shaped community balances density, open space, and long-term livability.

Community Vision and Site Context

Located adjacent to the Overlake Golf Course, Compass Pointe was thoughtfully planned to treat the course as a central amenity for the community. While ownership and the long-term future of the golf course remain uncertain, the site design ensures it continues to function as a defining open space feature for residents.

The project also represents a rebranding and revitalization of the existing Overlake community. Perry Homes partnered with Tooele City to rebuild relationships and collaborate on a shared vision for growth. Together, they created a thriving neighborhood centered on housing diversity, amenities, and proximity to the Deseret Peak Utah Temple.

Planning and Entitlement Challenges

Key challenges included navigating water rights constraints within Tooele County. The FOCUS team evaluated the best long-term use and maintenance strategy for the golf course. From there, they developed a comprehensive framework to guide a project of this scale. Preparing the Compass Pointe development plan required detailed coordination. This included a clear vision to balance regulatory requirements with the client’s goals. FOCUS began the process by preparing a master bubble plan that identified proposed densities, land uses, and lot types across multiple development pods. This effort expanded into the preparation of Special Residential District plans and exhibits. The work ultimately resulted in the Compass Pointe development plan.

The development plan establishes the rules and requirements that guide the community. This includes lot types, architectural standards, roadway alignments and cross sections, utility layouts, open space improvements, amenities, and landscape standards. During this phase, FOCUS also began laying out individual villages using specific home product types.

Ongoing Design and Collaboration

FOCUS is currently supporting preliminary design for select villages while continuing to plan future phases of the community. Throughout the process, the team has worked closely with the client to meet deadlines, coordinate meetings, and communicate a clear vision aligned with Tooele City’s goals.

Through collaborative planning, technical expertise, and a commitment to long-term community success, FOCUS helped guide Compass Pointe from concept through implementation, laying the groundwork for a renewed and enduring neighborhood.
