Ridgeview—Mixed-Use Development in Highland, Utah

Ridgeview is a mixed-use development with single-family homes, townhomes, a park, and retail properties that spans 85 acres in Highland, Utah. FOCUS helped design the master plan, which incorporated a mixture of product types and densities across the site.

High-Level Coordination

The primary challenge with this project involved coordinating with a transitional city staff and multiple developers to approve the concept and Master Development Agreement (MDA) during the final design phase. FOCUS maintained regular communication with the city to align with the MDA and ensure consensus. Additionally, collaboration with city and school officials was essential due to Lone Peak High School’s proximity directly to the north. FOCUS facilitated coordination for the expansion and connection to 10100 North, scheduling around the school year.

This master plan featured single-family homes and townhomes from multiple developers with overlapping construction schedules. This required meticulous coordination to prevent delays in surrounding and subsequent phases.

Supporting Multiple Developers

FOCUS worked closely with The Boyer Company, which acted as the Master Developer, during preliminary and overall design phases to establish the site layout and each plat set. While progressing to the final design phase, the priority shifted to working with each of the other developers. This included Ivory Development, Lennar, David Weekley, and Alpine Homes, to secure approval for their plats. Continuous communication with all developers ensured cohesion throughout the project. Each of their respective developments progressed according to desired schedules.

Navigating the City’s Water System

Stormwater management was another challenging aspect of this project. Highland City has a very high infiltration rate and uses sumps instead of ponds to manage stormwater. They also have strict standards regarding gutter spread. This occurs when insufficient drainage causes stormwater to back up and spread beyond the gutter into the roadway. These factors necessitated detailed storm drain calculations. FOCUS ensured adequate sumps and inlets to manage significant stormwater events.

Development Excellence

Key to the success of this project was rigorous coordination with numerous stakeholders. In each development phase, FOCUS worked closely with the city and various developers. Adjustments were made to the project based on city comments, and necessary changes were applied to all subsequent phases. This approach helped avoid repeat comments and additional city reviews.
