600 East is a three-quarter-mile backbone roadway in Lehi, Utah designed to improve safety, access, and utilities infrastructure for the surrounding community. FOCUS Consulting provided transportation, structural, and site civil engineering, as well as surveying services for this project. Lehi City requested an engineering design that would enable the roadway to be constructed according to its alignment in the city’s master transportation plan. Over time, this task evolved to include cast-in-place culvert design, a stream alteration permit, and utility coordination for culinary water transmission line and high-pressure gas lines.

Design Challenges

Several challenges arose during design and construction. These included: the discovery of an unknown spring along the road, which required a redesign of the storm drain system; the need to lower the road to improve access for residents, which then necessitated a significant sewer redesign; tight construction timelines that required a cast-in-place culvert design, which had to occur in stages to accommodate water and gas lines being run underneath the culvert; and the incorporation of a 24-inch high-pressure gas line into the roadway, which added complexity to the design and required extensive coordination with Enbridge Gas.

FOCUS collaborated closely with the city, contractors, and utility providers to respond to these challenges in real time. Perforated manholes were added to manage groundwater, and the road and sewer designs were adjusted to maintain proper outfall and access. Structural engineers developed a cast-in-place culvert design, coordinating construction plans with contractors for efficient implementation. Utility relocations and design adjustments ensured safe installation of the high-pressure gas line.

The Outcome

The site civil design was completed using Autodesk Civil 3D, and structural design followed UDOT parameters. FOCUS applied technical expertise to integrate stormwater, sewer, and utility systems while maintaining safe and constructible roadway grades.

The 600 East roadway project delivered a safer, more accessible road for the community, while providing improved access to Lehi City Family Park and future developments. FOCUS’s coordination and adaptive design approach ensured challenges were addressed efficiently, resulting in a well-executed backbone roadway for Lehi City.
