Project Spotlight: Sage Lakes PUD
FOCUS Consulting partnered with the client and the City of Idaho Falls to support the planning and approval of a 22-acre, townhome development featuring 246 townhome units and 5.4 acres of open space in a mixed-typology neighborhood. Located adjacent to a golf course, the Sage Lakes planned unit development (PUD) combines residential density with extensive recreational amenities and a strong emphasis on community-oriented design.
Design Process
Sage Lakes PUD was designed through incorporating a mix of front and rear-load townhomes integrated with a comprehensive network of parks, open space, and amenities. The development includes two playgrounds, two dog parks, a picnic pavilion, and a continuous trail system that loops throughout the site and connects the various neighborhoods and open-space areas. FOCUS provided consultation throughout the design process to help refine the layout and ensure the overall plan supported both the client’s development goals and the city’s expectations for community design and livability.
The project presented several complexities in working through the PUD code and addressing utility coordination considerations within the site. FOCUS addressed these challenges through ongoing coordination with city staff, engaging in multiple discussions to clarify code requirements throughout the process from early concept development through final review. Consistent communication with the client ensured that revisions were completed efficiently and that the project remained aligned with both regulatory requirements and design intent.
Public Outreach and Visualization Strategy
A key component of the project involved addressing public concern and improving understanding of the proposed development. To support this effort, FOCUS collaborated closely with the client and project architect to develop realistic and effective visual materials, including renderings and conceptual exhibits. These deliverables were instrumental in communicating the intent, scale, and quality of the development to city staff, planning commissioners, and the city council. This approach helped clarify the vision of the project and contributed to a smoother project approval process, with positive feedback received from city staff regarding both the design and the overall communication.
Outcome
Throughout the project, FOCUS maintained a highly collaborative and responsive workflow, meeting weekly with the client to ensure alignment on design decisions, deliverables, and project milestones. FOCUS worked directly with the client and their architect to refine visual materials and ensure they accurately reflected the proposed development. This included guiding communication strategies and identifying the types of exhibits needed to support the entitlement process. The Sage Lakes PUD highlights FOCUS Consulting’s ability to combine technical expertise, collaborative problem solving, and strategic visualization to support successful entitlements.
